Indonesia continues to implement safeguard measures on imported fabrics

On August 12, 2024, the WTO Safeguard Committee issued a safeguard notification submitted by the Indonesian delegation. According to Order No. 48 of 2024 of the Indonesian Ministry of Finance, the Indonesian Ministry of Finance accepted the final ruling of the first sunset review of the safeguard measures made by the Indonesian Safeguard Committee on imported fabrics (Fabrics), and continued to impose a three-year safeguard duty on imported fabrics.
On August 12, 2024, the WTO Safeguard Committee issued a safeguard notification submitted by the Indonesian delegation. According to Order No. 48 of 2024 of the Indonesian Ministry of Finance, the Indonesian Ministry of Finance accepted the final ruling of the first sunset review of the safeguard measures made by the Indonesian Safeguard Committee on imported fabrics (Fabrics), and continued to impose a three-year safeguard duty on imported fabrics. At the same time, the calculation method of the safeguard measures was adjusted, and the calculation method of the products involved under tariff number 5810.92 and tariff number 60 was changed from rupiah/meter to rupiah/kilogram. The measures are detailed in the attached table. The products involved include cotton fabrics, filament fabrics, staple fiber fabrics, special embroidery fabrics and knitted fabrics. All the above products imported from mainland China and the Hong Kong Special Administrative Region of China are subject to the safeguard measures of this case.
On September 18, 2019, Indonesia initiated a safeguard investigation on imported fabrics. On May 27, 2020, the Indonesian Ministry of Finance decided to impose safeguard duties on imported fabrics from May 27, 2020 to November 8, 2022, with the unit of calculation being rupiah/meter. On June 29, 2021, the Indonesian Ministry of Finance changed the calculation method of the safeguard duty on fabrics under tariff number 5804 from rupiah/meter to rupiah/kilogram; at the same time, it began to implement safeguard measures on imported products from Malaysia and Vietnam. On April 25, 2022, Indonesia initiated the first sunset review investigation of safeguard measures on imported fabrics. On August 12, 2022, the WTO Safeguard Committee issued the safeguard measures notification submitted to it by the Indonesian delegation. The Indonesian Safeguard Committee made the final ruling of the first sunset review of the safeguard measures on imported fabrics, and recommended that the safeguard measures duty on imported fabrics continue to be levied for a period of three years from November 9, 2022.
